The standards of education in young offender institutions (YOIs) have been in decline over the past decade, a new report has found.
Some children and young people in YOIs are allowed as little as half an hour a day outside their cell, with no access to education, a review by the Office for Standards in Education (Ofsted) and His Majesty’s Inspectorate of Prisons (HMIP) found.
